Buy Your Gun From The Government – The CMP

Have you heard the news?  The Federal Government wants U.S. citizens, especially youth to learn how to properly and safely fire a rifle.  You can even buy your gun from the government.

About the Civilian Marksmanship Program (CMP)

The Civilian Marksmanship Program (CMP) was chartered by Congress in 1903 specifically for these purposes and “any U.S. citizen who is legally not prohibited from owning a firearm may purchase a military surplus rifle from the CMP.” 

Civilian Marksmanship Program lets you buy your gun from the governmentThe Army ran the CMP until 1996 when it turned over operations to a Federally chartered non-profit organization called the Corporation for the Promotion of Rifle Practice & Firearms Safety (CPRPFS).  The U.S. Government no longer funds the CMP but does continue to donate surplus weapons, parts, accessories and ammunition.

CMP Eligibility

In order to purchase guns, parts, accessories, training information or ammunition from the CMP you must be a U.S. citizen and meet certain (very easy to meet) additional eligibility requirements.  You can meet these requirements in several ways, including:

  • Membership in a CMP affiliated club.  CMP affiliated clubs operate in every state in the nation and offer firearms safety training, marksmanship courses, practice opportunities and competitions.  Find a CMP affiliated club in your state.
  • Membership in a “special affiliate.”  Special Affiliates may have to show documentation proving marksmanship and safe firearm handling training or experience.
    • Congressionally chartered veterans’ organizations such as the Veterans of Foreign Wars, American Legion, Disabled American Veterans, Marine Corps League.
    • U.S. Military services (active or reserves), National Guard, to include retirees.
    • Professional (non-profit) law enforcement organizations like the Fraternal Order of Police or National Association of Police Organizations
  • Proof of Marksmanship or Safe Firearm Handling experience (not required for those over age 60)
    • Current or past military service (presumably ID Card or DD214)
    • Current or past law enforcement service
    • Participation in a rifle, pistol, air gun or shotgun competition (provide copy of results bulletin).
    • Completion of a marksmanship clinic that included live fire training (provide a copy of the certificate of completion or a statement from the instructor)
    • Distinguished, Instructor, or Coach status
    • Concealed Carry Weapon (CCW) License
    • Firearms Owner Identification Cards that included live fire training
    • Federal Firearms License or Curio & Relic (Firearms) License
    • Completion of a Hunter Safety Course that included live fire training
    • Certification from range or club official or law enforcement officer witnessing shooting activity. A form for use in completing and certifying your range firing can be downloaded

CMP Sales

Currently the only guns available in large numbers are the M1 Garand but the selection changes periodically and there are usually some pretty unusual and rare firearms available through the CMP Auctions.  In addition to firearms the CMP sells the M1 Carbine (out of stock but available through CMP Auctions), M1917 Enfield (out of stock), 22 Target Surplus (out of stock), 22 Target Commercial (to FFL dealers only), Air Rifles, Misc. Rifles, Accessories, Ammunition, Posters, and Stock Sets.

Guns for sale through the CMP are graded and prices vary tremendously by grade, manufacturer, features, etc.  For example a Springfield Armory Field Grade M-1 Garand currently sells for $525 while a Springfield Armory Service Grade M1C (Sniper) Garand currently sells for $3,000.

The CMP sells by phone, fax, mail, in store and online to those eligible to purchase, however rifles can only be purchased in the stores or by mail order…yes, you read that right…mail order.  Stores are located in Anniston, Alabama and Camp Perry, Ohio.

I’ve been meaning to ‘pull the trigger’ on one of those Garands for a long time…maybe this will be the year!

    Do it! The CMP M1’s are like Lay’s Potato Chips – you can’t have just one!!

      That’s what I’m afraid of…that and the fact that I’ll need to stock up on clips, and ammo (new caliber for my preps) and a whole new rig to carry all of the above…I am needing a new deer rifle though which would make it a twofer:)
